Because it reduced the number of countries with claims to North America. Canada, Mexico and the United States could and would iron out any minor border conflicts and this vast chunch of the earth would have relative harmony free from outside influence.

The solution was a "Buy Out" of Russian interests in North America. One price bought Alaska and any claims in North America by Russia. Alaska was a sideshow and the GEMwas the Oregon Territory.
