Because they didn't have the authority to make a change that big. They met only to revise the Articles of Confederation. At the convention every state showed up, except Rhode Island so they could make any legal changes, so they just decided to throw the Articles out and make a Constitution. Everyone at the convention agreed, so they got to work on it that same day. No men that were part of that convention was allowed to leave the room. It had to remain a secret!
The constitutional convention was held in secrecy because they knew that the states wouldn't let them make the decisions they were about to make under the articles of confederation. So there really would be no other possible way to help fix the national government, or the "loose alliance" so they had to hold it in secrecy. Also they wanted to be able to speak their minds without public pressure.
