Austria declared war on Serbia due to the assassination of Archduke Ferdinand by Serbian nationalists. From Austria-Hungary's perspective: these men were terrorists and executed the heir to the throne. Serbia had always been a troublesome area of the Balkans, and Austria could not let the assassination of the Heir go unpunished.

Austria was in those days part of an alliance with Hungary called Austria-Hungary, and was engaged in a territorial dispute with Serbia over control of Bosnia, issuing an ultimatum to the Serb Government- this was ignored, and the Austrian envoy to Belgrade left on 25th July 1914 with no hope of an agreement.

Three days later the heir to the Austrian Throne, Archduke Franz Ferdinand, was asassinated by a militant Serb nationalist along with his wife Sophie whilst riding through Bosnian capital Sarajevo in an open-topped motorcade. This tipped Austria into declaring war on Serbia and commencing artillery bombardments of Belgrade. Russia then declared war on Austria-Hungary in defence of it's Slavic ally Serbia, and from then on events spiralled violently downwards as a result of a series of complex treaties obliging different European nations to go to war in each other's defence. It culminated in Great Britain (then the most powerful nation in the world) declaring war on various opposing nations over a period of several days in early August. This effectively drew most of Britain's colonies and dominions into the war, and resulted in the conflict becoming a global war as a result of Britain's huge power at the time.

But the spark that lit the powder-keg was Austria-Hungary's dispute with Serbia over control of Bosnia, which was not settled and followed by the assassination of Austria's Royal heir by a member of a Serb Nationalist movement.

Austria was the cause of WWI, in that its archduke was assassinated by a Serbian nationalist, and Austria wanted revenge. Don't forget that Austria was very much larger in 1914.

Britain did NOT declare war on Russia in WW1. Russia was an ally of Britain in that war (and WW2).
