The Roman Empire did not really grow out of a need to acquire more land. It did not grow out of a grand design of conquest and expansion. It grew out of a chain of separate events and situations.
It originally grew around the Mediterranean out of a variety of reasons: victorious wars against Carthage and annexation of the territories of the latter; political instability in Greece which led to its annexation to end this instability; bequeaths of two kingdoms in western Turkey to Rome by two kings; wars waged against Rome by a king in eastern Turkey which Rome won, and concerns about political instability in Syria and Judea which had become neighbours of the empire. The problem of piracy from the east coast of the Adriatic Sea (next door to Italy) led to the conquest of Dalmatia (the coastal part of Croatia).
. The conquest of Gaul originated from perceived threats to the Roman possession in southern France. It escalated into a large scale war which led to Gaul being conquered. The annexation of Egypt was a result of the Roman civil war, rather than a design to conquer it. The conquest of Romania was due to the fact that the Dacians were attacking the empire from there. Other conquests in central Europe were also due to attacks on the empire from there.
The only conquests that can be actually attributed to a desire of acquiring more lands were those of Iraq, Britain, and parts of Germany. The motives for these were economic gain and the prestige that conquest gave to an emperor, rather than an actual need for more land.
To become an empire, Rome had to be expansionist and takeover control of other lands. Once this process is begun, it brought the Romans up against new peoples who had to be controlled. It was self-generating.
