The US did, during the Second World War. After WWII, however, Ho Chi Minh's interests began to conflict with the interests of the US and allies, as Indochina at the time was colonised by the French. Ho Chi Minh began to align himself with the Soviet Union, and the US feared expanded Soviet influence throughout the region.

If this is your employer, you can speak with your manager or HR and request that the policy be changed back. If they refuse, you can live with it or find another job. If this is a business that you use, you can request that management change the policy back, or go to a competitor.

If you ask for a sign to know if a sprits in your house what would they do?

Typically nothing. The only time a spirit will respond to any request of a sign is if they are so active in the house that asking for a sign would be pointless. It's possible to hear a knock or even knocking objects over in the direction of the person making the request, but spirits rarely respond. Try to capture EVP (Electronic Voice Phenomena) to using a typical voice recorder while making request for a sign to see if they are a more vocal spirit.
