Caesar had the respect of the Roman people first and foremost because he was a war hero. Victorious generals were always honored and respected in Roman society. Caesar's reforms or "acts" were popular with the commoners and some nobles. He was also respected because of his political rank of dictator, at least by the majority of people.
They really had no choice in the matter. Julius was the victor in the civil war and came out on top, just as his great nephew Octavian would do several years later. His troops were, for the most part, staunchly loyal to him, giving him the power of the military, and because he was a populist, the common people of Rome backed him because of the reforms that he intended to put in law.
The people of the empire were willing to accept Julius Caesar because he was a war hero, and military conquests always brought glory to the general. Caesar was also a canny politician. He granted citizenship to entire towns in Italy, thereby assuring that those towns would be his clients. (Much of Caesar's well-known clemency was self-serving) Debt burden relief and land reform were also high on Caesar's to-do list and this was always a popular stance for a politician to take.
Caesar was welcomed by the Roman people because he was a popular hero. Military victories were the one sure way of gaining fame in the Roman world. Also, Caesar made sure that the people at home knew of his conquests, as all the time he was away in Gaul he kept sending back parts of the works we know as the Gallic War. He had reforms in mind, but was actually able to carry our only a few before he was killed.
