The Articles were not strong enough to support a strong country. They were too weak and did not give the national government enough power. So, the delegates decided to come up with a new form of central governenment.

Structure of the Federal Government
The delegates at the Constitutional Convention decided to base the Constitution on the Virginia Plan, which was drafted by James Madison. The Virginia Plan called for a strong central government with separate branches and a bicameral legislature. Madison's plan heavily influenced the structure and principles of the Constitution.
Fifty-five delegates from 12 states (Rhode Island did not participate) met in Philadelphia in May 1787. While authorized only to "revise" the Articles of Confederation, the participants moved quickly to develop a new structure for the government.
