God decided what he wanted written, not the early church.
"All Scripture is inspired of God and beneficial for teaching, for reproving, for setting things straight, for disciplining in righteousness, that the man of God may be fully competent, completely equipped for every good work."(2 Timothy 3:16&17)
Adam and Eve, and all their offspring, could have lived forever(Genesis 2:15-17) but their sin left mankind in trouble. Because our first parents sinned, we were ALL born imperfect (sinners) and in need of a redeemer or ransomer to 'buy back' our everlasting life. Because the work of this 'Messiah' is SO important to the whole world, it is one of the main reasons The Bible was provided for humans.
The HEBREW Scriptures explain our history, why humans are here, and how we lost our paradise home, and provide a hope for our future. They prophesied about the coming Messiah, telling when and where he would appear. As Paul said to Timothy, they were "able to make you wise for salvation through the faith in connection with Christ Jesus."(2 Timothy 3:14-15) since they told enough about Messiah's appearance that anyone truly faithful to God and well read, could recognize him when he came.(Matthew 21:42; Mark 14:49; John 5:39) (2Peter 3:15, 16) They also provided hope for the future ( Romans 15:4)
The GREEK scriptures then continued the book, to show the fulfillment of the prophecies from the Hebrew Scriptures, to explain the birth of Christ and Christianity, to set the new standards and principles on which Christianity would now rest, and prophecy what our future would hold.(Revelation 21:3-5)
And once we've seen the fulfillment of these scriptures, and are back once again in the paradise purposed by God originally(Proverbs 2:21&22, Psalms 37:11, 29), "NEW SCROLLS will be opened" (Revelation 20:12) and still MORE will be added to our instructions and the history of mankind and his creator.(John 13:19)

The Head of the Christian church is Jesus Christ. There is no central authority in Protestant religion whereas the Roman Catholic church has the Pope. The pope is considered the representative of God. Protestant churches could decide as they think necessary and no one has the authority to command all the denominations. The Church of England has the Queen/king at the top but he/she cannot decide things related to the church. There are churches independent of these churches like the Greek Orthodox Church, Coptic church, Syrian Orthodox Church etc., All these churches are supposed to go by the Scripture.

Each does its own specific job and they are not really interchangeable in what they do. So they are not comparable. What you have to do is decide what you need one for and what specific purpose/job it is needed to perform and then decide if you need one or not.
