At that time the individual states considered themselves almost as separate sovereign contries that were not subordinate to the will of a national government. No state wanted to give up its rights to govern itself in favor of some national government that would take away the state's powers over most aspects of government. So to appease everyone, the Constitution was written in such a way as to give the federal government certain powers that had national importance as opposed to powers that had only intra-state importance. The idea was to limit the federal government's power by enumerating its powers and then stating that all powers not given to the federal government remain in the states.
