During America's Founding Period, the Founders included the Tenth Amendment primarily due to the desire of a large number of national and state-centered leaders to include it. As to why those persons desired the ratification of this amendment, it may be said that they were motivated by general concern to ensure both that the federal government should not over-reach its rightful bounds or responsibilities and that each state should retain such power, initiative, and independence (etc.) as duly belonged to it.
