in simple terms, not enough people were joining the War effort so they needed more people to join. conscription was an easy way to get people to join.
As the number of men being killed at war went up, larger numbers of men died, less volunteers started signing up so they had to draft people from countries to fight for their country.

Germany had conscription during WW1, but the Paris Peace Treaty forbid it. Later it was returned and is still used today. In Canada the people didn't like conscription adn the government said they wouldn't use it unless it was aposutly nessassary.

quebec people didnt want to join military since they had no ties to Britain but government forced them in 1945 by conscription. quebec's respnse to conscription was quiet because 2463 conscripts reached front. William Lyon Mackenzie King was scared to introduce because he didn't want to go back on his word.

Because they realized that they wouldn't have the man-power they needed to fight on multiple fronts with a volunteer only military. Compulsory Military Service wasn't discontinued by the US until 1973.
Both sides had to introduce conscription - after an interval when both sides had expected an early victory.
