A lot of the levees were simple concrete blocks, and many were in dirt embankments. The levees were cheaply made, and put in disastrous areas where a lot of water simply overwhelmed them. People who built the levees wanted to save some dollars, so they went for cheap protection and it cost them lives and money. New Orleans is below sea level, in between Lake Pontchartrain and the Mississippi River, and is in an area that gets hit by strong hurricanes on a regular basis. Hurricane Katrina was just the latest big hurricane to strike New Orleans and flood it.
