First of all, the Taliban didn't exist until 1994. Some of the Afghan rebels whom the U.S. aided in the 1980s did have a similar Islamist mentality and some would go on to be supporters of the Taliban, but it's not technically accurate to call them the Taliban.

In the 1980s, the Soviet Union was fighting a war to prop up a communist regime in Afghanistan. As per the framework of the Cold War, the U.S. aided anti-Soviet rebels in order to stop the spread of communism.

What administration provided aid to the Taliban?

You are most most likely confusing the Taliban with Al'Qaeda. The Reagan administration did indeed provide aid to Al'Qaeda back when it was one of many groups of Islamic militants fighting against the invading Soviet Union. The Taliban, however, was an Islamic extremist group which arose from the aftermath of that war to govern the country in an Islamic theocracy/dictatorship.

Why can't a soldier in Afghanistan kill the taliban?

Because the Taliban are funded by the US and British. All the Taliban in Afghanistan are pakistanies. They are there to destroy Afghanistan not to bring peace. Everything that you see on tv about the Taliban are fake. There is no such thing as the Taliban, they are all pakistanies killing innocent Pashtun people. I am not even an afghan but I know what the truth is regarding Afghanistan.
