This was an act of intimidation by white supremacy groups, mainly in the South, from the time of the Civil War until as late as the 1960's, when it became a powerful image in the fight for black civil rights.

During Reconstruction, jobs were scarce and Northerners (carpetbaggers) were exerting political power in the South. In order to obtain social and economic power, groups such as the Ku Klux Klan would burn fiery crosses and engage in murder and beatings against blacks. They would make an example of anyone who challenged or threatened their authority. Eventually, however, blacks gained economic and political power anyway, and such groups dwindled in number as they were forced to operate in even greater secrecy.
