Could be you slosh the fluid to one side of the reservor in the turn; but I think that would only matter if the fluid level inthe reservor were pretty low. Check the fluid level and fill with reccomended fluid (call dealer if you don't know) and check to see if the Power Steering still goes out in a turn. Check for leakage of power steering fluid. Some times some one forget to put the cap back on and the fluid sloshes out... these caps can be had at most auto parts stores. Go buy a Haynes Automotive Service Manual for your vehicle and check your local library for On-line resources for auto repair info. Could be your steering fluid is low? My 1982 GMC pickup truck makes a noise when my steering wheel fluid gets low.
If you mean "what" is making noise when you turn the steering wheel? It usaually means you need power steering fluid. If you run too long without power steering fluid it will make your power steering go out. If it is making a shuttering noise when you take sharp turns. Your rear differential may need to be serviced. I would have is burnished.
Probably the power steering pump or belt.
