I don't know if this is right, but you may have fungi nail..... Just put some fungi nail creme on it and it'll go away.

It actually happened today sparkle nail polish in 2/3 rds of her hair, the baby oil helped a lot, I just took small pieces and smeared the oil on and a lot would rub off, but I had to comb through it, it was not a fun process took me 2 hours and it was somewhat painful for my daughter I don't think she will ever do this one again, consequences for her actions! a painful lesson.
