In addition to this, there had been debasement of the coins for some time. This was the decrease in the content of precious metal (silver or gold) of the coins. This also decreases the value of money and decrease its purchasing power. By the late third century AD, Roman coins hardly had ant precious metal and were worthless.
Sure a government can print money or produce coins, but unless there is gold or silver to back its value it is worthless. Nothing but play money.
