Although some are under the mistaken impression that Truman was not eligible to run for re-election because of the 22nd Amendment, that is not correct. The amendment was passed during Truman's presidency as a response to FDR's four consecutive elections as president, but the language of the amendment itself specifically excluded the occupant of the White House at the time of its passge - Truman - and thus he was eligible to run in 1952. Privately, several years earlier he had written - but not released - a letter announcing that he would not be a candidate in 1952. He was 68 years old, had served nearly eight years as president, and his wife certainly favoried a return to Independence, Missouri. Truman also undoubtedly recognized that it would be difficult if not impossible to win re-election. He may have considered his chances strong against Ohio Senator Robert Taft, but would have been a severe underdog against Dwight Eisenhower. Because of this, in the spring of 1952, Truman announced that he would not be a candidate for re-election. He waited until that point to preserve whatever political capital he had remaining, as lame duck presidents see their power ebb dramatically once it is clear that they will not be candidates for re-election.
