A few things you can check is to take a DMM and check your plug wires for excessive resistance. something else you can do is check to see if you even have power getting to your ignition module to power the coils.

there is none its controled by the tps sensor located on the pleteum
The sensor is located underneath the coolant recovery tank. On a 1999 Cavalier, there could be some sludge built up underneath the tank. Unfortunately the sensor alone cannot be replaced, the entire tank and sensor comes as one piece and must be replaced. tap on the side of your fill/overflow tank where the sensor is located sometimes they get stuck
depends on if it is the input sensor (mounted in the transmission) or the output (on the passenger side transaxle)
