Typically, many Hassidim (one branch of Orthodox Jews) have the custom of curling the sideburns, while the Yeshiva community grows them to about 3-4 inches and puts them behind the ears.It is not something particularly reserved for Rabbis, but in a particular community all or most of the men will have peyot.
