WRONG. Generally, Pembroke Corgis are BORN with long tails but breeders dock them within a couple of days of birth unless they are bobtails then they are born with a short 'bob'.

The reason why they are 'docked' (tail removed) is so it doesn't get damaged when working as Cattle herders. Docking is now illegal in England and most of Europe unless the pup is registered as a working dog. Most corgis you will see now DO have long bushy tails - which makes them look Foxy!

The obvious answer is really genetics. Dog breeds are really just selective breeding for certain genetic traits. Some Welsh Corgis are born with a tail. Wikipedia says that:

"Due to the advent of docking, the trait was not aggressively pursued, with breeders focusing instead on other characteristics and artificially shortening the tail when necessary. Given that some countries are now banning docking, breeders are again attempting to select for dogs with the genes for natural bob tails."

Pembroke Welsh Corgis have their tails docked between 2–5 days old due to historical tradition which is also connected with the need to differ Pembroke Wesh Corgis from Cardigan Welsh Corgis.

However, nowadays many Pembroke Corgis' owners refuse from this tradition, so their dogs have normal long tails.
