fan motor could be grounding internally
Unplug the fan switch and ground the wire if the fan stops replace the switch. If not you have an open between the coolant sensor (switch) and the relay. The coolant sensor for the fan is not the same sensor for the computer/fuel injection.
On most vehicles the fan or fans will run continuously if the A/C is on. If the A/C is off and it is continuously running check the thermal switch.

You could install a turbo charger, a newer more advanced motor, or use NOS.
By fans, I assume it has more than one. One of these fans will run continuously when the A/C is on. The other fan should only run when needed to cool the engine down. In stop and go city driving in the summer with the A/C on, both fans may very well run continuously. At highway speeds, only the A/C fan should normally run. Sounds like you need to have your cooling system serviced. A complete drain and flush of the cooling system and a replacement of the thermostat may help. Also make sure the radiator external fins are clean and not clogged with bugs and debris.
If the AC or Defroster is on, many vehicles will also turn on the cooling fan.
Most speedometers are run off of the transmission. Something was not correctly put together.
