By fans, I assume it has more than one. One of these fans will run continuously when the A/C is on. The other fan should only run when needed to cool the engine down. In stop and go city driving in the summer with the A/C on, both fans may very well run continuously. At highway speeds, only the A/C fan should normally run. Sounds like you need to have your cooling system serviced. A complete drain and flush of the cooling system and a replacement of the thermostat may help. Also make sure the radiator external fins are clean and not clogged with bugs and debris.

It is possible that both cooling fans coming on when the car is idling is normal. The fans are supposed to come on in response to the heat of the engine. So, if the car was idling for a long time, both fans may kick on and there are other conditions which would explain it as well. If it seems that the car is overheating however, you should have it checked out.

Drain the coolant, flush the cooling system with the heater control set to hot, replace the thermostat, clean the exterior of the front of the radiator, and bleed all air out of the system. If you are loosing coolant with no apparent leak, exhaust smells sweet, or coolant in the oil, you have a blown head gasket. Failure to repair this will destroy the engine. the normal running engine temperature on the passat is 195 degrees , most of the time the primary cooling fan gives out and they run somewhat warmer than that.a belt connects the primary and secondary cooling fans ! you may check the belt if your passat is running warm.
