Why do all the spark plugs have oil on them in a 1991 Honda accord?

Sounds like the piston rings are pretty well worn out. The only way to fix it is with an engine rebuild. You may be able to reduce the amount of oil getting past the rings by changing the PCV valve if it is clogged. If that seems to help you may be able to avoid the engine rebuild for awhile.
