The parking brake may be on or the switch is broken on the brake.
We have both a 2000 Safari and Astro and the lights turns off the same in both vans. To the left of the lights knob there is a button you can press to turn the dome lights on and off. If you press it 4 times it will turn your running lights off. The headlights automatically turn on in our vans and they are turned off the same way.
Have you checked the drl relay?
if you mean the running lights in the bumper. you can push on the one side of it lightly and it will depress, then slide it in the direction that it pushed in. the other side should pop out. then reverse the steps to reinstall it

Open the engine compartment hood. Take hold of the day time running lights connector. Push the connector in and turn at the same time. The light bulb will come out.
1st move the light switch to the desired position. 2nd PULL the switch gentle towards you. There are two positions for this switch. The first position or click, will turn on your front running lights. The second position or click will turn on both your front running lights and additional lights in the rear. You will be able to tell that you have activated them by the icons on your dash that will inform you they are on. To turn off simply push the switch back in. (Actually, those are the FOG lights, front and rear.)

No, it's not normal. Some 2003 Vibe's have automatic headlights triggered by a light sensor. If you leave the headlight switch in the middle setting between "on" and "off" they will come on by themselves when it's dark. If you turn them off the daytime running lights will still come on and the high beams will still work but the headlights won't come on automatically at night.
I am not familiar with the Tahoe but when both headlights go out on any car at the same time it is not usually not that both bulbs burned out at the same time. Usually something happened to the electricity. First you check for a fuse. Information about the fuse box will be in the owner's manual. Next, you check the switch to see if it has electricity coming out of it. If you have electricity leading from the light switch to the running lights, then you check to see if you have electricity going into the running lights. If you do, you have burned out bulbs or a bad socket. Otherwise, you have a bad wire.

i think, depending on the year, that problem is caused by a factory defect.
u have a blown headlight. change both bulobs and it will stop.
