but when a cat rubs up against your legs its a cats way of saying to you "i own you" you know cats are teritorial. which is a fact......now the hissing im guessing is them telling you like....they are not playing or im serious! but ask another opinion about the hissing part. hope this helps.
Cats tend to bite when they want to play or when they get angry. If your cat is biting too much, you might try using a spritz bottle with water in it to deter your cat when it begins to bite too much or too hard. I would not recommend hitting your cat to make it stop biting.
Some of the times it's because of over excitement and it's their way of telling you to stop.
My cat Mia bites me sometimes when I'm petting her but it's more like a love tap, she also throws her front paws on my legs while standing on her hind ones almost like an puppy dog but that's because she's happy that I'm giving her attention.
They believe they are defending themselves.
The cat is friendly at first but then after you pet it he/she might not want you to pet it anymore. Or you touched a spot that they didn't want you to touch.
Because they think you might hurt them in some way cats are very sensitive.
Because he doesn't like you
peting his dog

They can if they are agitated, threatened, or in pain.
Yes, they bite the kittens neck, cats have no sense of touch on the back of their necks
