Because that is the way they have evolved. A cat's senses, particularly eyesight, is very sensitive to motion. Cats like to ambush prey, meaning they will creep up as close as possible, then pounce. Movement of the prey shows where it is, and allows the cat to make a accurate pounce.

Seeing that dot move around activates the same hunting reflex as seeing a mouse running does. However they can never catch that dot so the "hunt" can go on until the cat is exhausted!
