Cats spend a lot of time curled up, sleeping. I don't know about other cats, but my cat likes to hide his head with his front paws, or curl up tightly so his face is tucked under his tail or leg while he's sleeping. Heat is trapped by the cat's fur, which retains body warmth very well. I imagine this is probably the reason why some cat's heads can often be warm to the touch, especially one that has just woken up from a nap.
