1. Shallow water is more warm than deeper waters, allowing faster coral growth.

2. Plankton and other small orginisms that corals feeds on are more plentiful in the sunlit shallows of water.

Coral does not only grow in shallow ocean. There is a colony of deep-sea coral that grows on the ocean floor. It has lost all of it's pigment, turning it pale cream. This coral feeds and reproduces like many species of shallow water coral.
