Viruses are not living things. They are ever changing and as they do, medicene needs to be constantly changed as well to keep up. This is one of the main problems with AIDS/HIV as well as common colds and flus that can turn into super-colds or flus.
Newly discovered viruses on the other hand can be a result of an altered original virus or a brand new one out of thin air. This can cause little worry at first as it is fairly new and unknown but if problems arise, scientists are on the move to try and control it and hopefully develope a cure.
A new virus can act as a plague (ex: the black plague of Europe) and kill millions and suddenly seem to disappear while a hundered or two years later someone finally makes a cure.
