A gas is a substance in the phase that has a lot of thermal energy. (The only phase higher is plasma.) Gas is composed of loosely bound molecules, so it can move a lot more freely than solid or liquid. This allows for the motion of parts of the gas to require less force because it doesn't need to drag along all the tightly bound particles of a solid, so it can move more easily and sometimes more quickly with a similar force.
