Because after you use up all the buns, you still have Hot Dogs left over, so you buy more buns. Then you use up the hot dogs, but you still have buns left over, so you buy more hot dogs. Then you use up the buns, and you still have hot dogs left over and the cycle continues. So I guess it's a way to get you buy a lot of their product.
