The amounts of any gas is a variable in our air. CO2, in our atmosphere has varied from 0.8 to as low as 0.027%. It is currently at 0.038% in much of the industrialized world. It still remains lower some areas, like Antarctica. We are still much lower in CO2 levels then many times in our past. The oceans are the big regulator here. They create 94% of all CO2 and absorb it back if levels get higher then the earth can support. If the planet warms, oceans absorb slightly less CO2 per day and that is why we see these variable levels. Forests are another large source of CO2. If we see fires or rotting trees they are giving off CO2. The vegetation on the floor of the forest is also giving off levels of CO2.

Oxygen is very similar. It varies in concentrations in many area and temperature zones as well. Forests, for example, will have a higher concentration of oxygen.

1. The amount of Carbon has remained level until recently because previously Carbon was in a constant cycle, thus meaning that whenever new Carbon dioxied was generated by dying plants, Carbon dioxide was removed from the atmosphere by means of Photosynthesis, this is the Carbon Cycle. But currently Carbon Dioxide levels are rising because Fossil Fuels are being used in Power Stations and Factories.

Green plants absorb carbon dioxide from the atmosphere and use it as an ingredient for photosynthesis, while animal metabolism produces carbon dioxide which is then exhaled into the atmosphere. These two processes take place at approximately the same rate, so the overall level of carbon dioxide in the atmosphere is not changed by these things. Of course, when people burn fossil fuels, that is another matter.

Carbon dioxide levels are not stable, they are rising. Two hundred years ago they were around 280 ppm (parts per million) and had been that way for many thousands of years. They are now over 390 ppm. Scientists agree that this rise is being caused by deforestation and the burning of fossil fuels (coal, oil and natural gas) in industry, transport and the generation of electricity, which releases carbon dioxide (CO2).

On the contrary, carbon dioxide levels in the atmosphere have risen quite a bit over the past century, from around 280 ppm (parts per million) or 0.028% to more than 400 ppm or 0.04%.
