I would suspect a weak ground problem. Very hard to find, and I can provide no help on that. I have seen this before and spent hours finding the poor ground. Check all your ground connections.
probly to save the battery? it's a weird feature if it's like that. that type of thing only makes sense for the head lamps.

sounds like you installed after market spoiler? then wired to a continuous hot source instead of splicing into brake line witch would be intermittently only when pressing on peddle!

For safety reasons, you should fix the problem so that you blinkers work correctly. This is a fairly common problem and the cost to repair will likely be minimal. For inspection purposes, however, your blinkers only need to work correctly during the inspection.
The only way your headlights can come on when you press on the brake pedal is a crossed wire. The brake light wire and the headlight wire can be frayed and touching each other.
I would check the bulbs in the tail lights first. Your Brake switch is working ,because of the third brake light is coming on.Ususally all the brake lights are on the same fuse.... Check the bulb- it is probably double filamented with smaller for brake light and larger for tailight
Apply the parking brake,but not the driving brake, is the noise there? apply the brake,if the noise is only present when the brake is applied I would assume it is the anti-lock brake system. Get your VIN # of the vehicle and call a ford dealer and give them the # and ask if there are recalls for your vehicle. There are a few for this one but it depends on the vin. There is a anti-lock brake recall, but as I said it depends on where it was made if it falls under the recall.

Don't know if it needs brake fluid only way to know is to check you master cylinder brake fluid reservoir.
The brake light switch is out of alligment. Check on the brake pedal arm and readjust the switch.
