Actually, many female mammals do menstruate. Those that have live born young have extra protection inside their uterus when an egg is released from the overies. This happens less often in some animals, which is why they do not menstruate as often as humans do. If the animal does not get pregnant this layer of tissue breaks down and becomes menstrual fluid.
