Other leaders seeing the US as a great powerful nation, rally people to their cause by using hatred towards another nation. This helps them blame Another Country for their suffering, their martyrdom, as opposed to looking to internal change as the answer to their problems.
The US props up the state of Israel, and is it's largest contributor. Many countries see the state of Israel as an attack on their homeland, as a racist creation, and/or as an act of tyranny perpetuated by an outside force. Thus they blame the US for seeming to manufacture this conflict, even though it has existed for centuries before the US existed.
The US ignores the United Nations and attacks other countries when it feels it is justified. This makes other nations feel coerced into behaving as opposed to wanting to be friends. Other nations resent both this and the feeling of emasculation and vulnerability.

Why are Americans so racist against people from other countries?
Americans are not collectively as a whole racist towards "countries". While there are many racists in the US and those who hate anyone out of country, there are just as many in other countries who have a disdain for those who are a different skin color to them or not from their home country; and yes, there are people of other countries who are also prejudiced towards Americans.
