Another factor is that the Republicans in Congress have in the past spent all their energy trying to prevent the Democratic Government under Barack Obama from getting anything done. So for the past eight years Washington was the scene of only bitter disputes and infighting instead of a place of constructive co-operation. And now that the Republicans control Congress as wel as the White House, they still don't get things done because of the great differences of opinion between moderate and right-wing Republicans.

President Trump meanwhile talks about all these 'fantastic plans' that he has drawn up and about his 'fantastic powers of negotiation and persuation' to get them accepted, but no great projects (fantastic or otherwise) have so far materialized, let alone succeeded.

In recent years the teaching of American history and government has been watered down so people do not understand what government does to help them, protect them, and insure civil rights are given to them. When a population doesn't understand how a democracy works the democracy can't be maintained. Washington stated that without an educated population the democracy would fail.
