They are being racist. Because racism is still prominent in the United States, African-Americans are often forced into lower paying jobs, and organizations like the Federal Housing Administration move them into so called red-lined neighborhoods. These are the ghetto area. So unfortunately, the demographic ratio is slanted in these areas. This morphed into a stereotype that African-Americans equal ghetto neighborhoods.
