Washington, DC is the national capital. As such it is the seat of national government. Congress, the Supreme Court and all the government departments have their headquarters there. Therefore, the president's mansion was also built there. This location give him easy access to Congress and the Secretaries who run his executive departments.

To go 30 miles took about 2 days by horseback and required staying overnight someplace.
