well that's somewhat true but not entirely. Within these orders most of the brothers or friars are not priests but wear a particular habit (article of clothing which designates what they are IE monks). However some of these men are priests and the only way you know is by asking them or if you happen to see them celebrating Mass etc. So most friars are not priests, but not all.

Usually priests who wear brown robes are of an order, most likely Franciscan. Franciscans aren't always priests (instead they are consecrated brothers who dress the same) and some orders do not allow priests.

The priest you are thinking of is a Franciscan who does not wear the iconic collar but is still a priest. Also he does not live in a parish but rather a monastery with all the other brothers in his order.

Some Franciscan priests become bishops like the archbishop of Boston who wears his habit (brown robe) a majority of the time as well as his zucchetto (red skull cap) but can and does wear a cassock when necessary.

The cassock, an item of clerical clothing, is a long, close-fitting, ankle-length robe worn by clerics of the Roman Catholic Church, Eastern Orthodox Church, Anglican Church, and some clerics of the Reformed, and Lutheran churches as daily wear. The cassock derives historically from the tunic that was formerly worn underneath the toga in classical antiquity.

The following vestments are worn by all priests at the celebration of the mass. The separate garments are to be put on according to ecclesiastical rules in a fixed order, as follows:

  2. Alb
  3. Cincture
  4. Maniple
  5. Stole
  6. Chasuble
  7. Cope
  8. Dalmatic
  9. Surplice
  10. Biretta

The amice (amictus, humerale, more rarely superhumerae) is an oblong linen cloth (at least 32 inches long and 24 wide).

The cincture (cingulum, cinctorium, balteus) is required by the form of the alb.

The stole (orarium) is a long narrow strip of fabric, which, hanging from the neck, falls down right and left over the breast

The chasuble, the special priestly vestment for the mass, was at first a long sleeveless mantle provided with an opening in the center to admit the head. During and after the Renaissance the chasuble was deformed into the present tasteless, stiff, bass-viol form, so that both parts, loosely connected, lay on the breast and the back.

The simple answer is because it is required. The longer answer is a little more complicated. The priest is not wearing robes, he is wearing vestments, one of which is a robe. The various vestments worn at Mass are all rooted in the men's formal dress attire from the first three centuries, the Church is very conservative and changes very little and that slowly. The priest, finally, is not acting as himself at Mass, but in persona Christi, he is Christ's representative and acting in His name. When he bows over the bread and wine and says, This IS MY BODY, and This IS MY BLOOD, he doesn't say, "this is Christ's Body".
