I will answer my own question as we have found the problem. Hopefully it may help some one else. The problem was that a couple of months ago there was a leak in the system and the car was put into a mechanic to fix. The mechanic put in a part for a different model car which was just a little short and so they extended it by using the small fitting that was on the end of the original part. It was where those two mismatched parts joined that the o rings kept blowing out as it created a weak spot. Once we knew that the wrong part had been used and understood why the o rings were constantly blowing it was easy to fix. We only discovered what was wrong by talking to a Power Steering mechanic who took the time to toss the problem back and forwards till he realized what was going on.

SOunds like the rings on the pistons are bad. The rings are not sealing and the pressure in the combustion chamber is blowing by the rings and causing pressure in the crankcase thus blowing oil out the filler tube. You may, I said may be able to eliminate some of it by buying a can of RESTORE.........and adding it with your next oil change. I have never had a an engine with severely worn rings but this stuff is supposed to help seal the rings against the cylinder walls.............and maybe buy you some time. It's less than 10.00 You will need to drive it and see if it helps..........it may or may not depending on how bad the rings are. If the rings are too bad, you are looking at an engine tear down.......
