It could be as simple as air in the lines. First thing I would try is: Turn off the main water supply coming into the house. Then turn on all your taps while the water is turned off. Turn the water back on and start at the farthest faucet from the main and start turning taps off. Work your way back towards the main until you are done. Hope this helps.

If pipes are frozen no water can flow, so water meter shouldn't be registering anything. But if pipes are frozen it's a good idea to turn the water off at the inlet. That way you have a chance to discover and leaks and damages when the pipes thaw w/o getting the whole place flooded.
If you are simply replacing your faucet for one that is identical but newer, you will have to go purchase the appropriate replacement (sinks have certain numbers of holes in them which correspond to the taps and other accessories). You will then want to shut off the water supply. From here it can be as simple as unscrewing the old tap and then reconnecting the pipes to the new one, and screwing it together.
