Part of the job of a government is to consider the social welfare of the people it governs. It isn't all about giving people something for free, or to redistribute wealth. Safety, in terms of food, housing and other basics is important. With larger cities and fewer resources, government needs to allocate and provide the mechanisms for survival of the people. Water systems and roads have to be built. Regulations covering commerce and trading need to be developed. Laws and courts need to be created that serve the people fairly.
