Make sure your fan switch has an 'off' position, as some vehicles have 'low, med, and high' while 'off' is actually on the position selector...which you have to select, in these cases, to shut the fan off. In most vehicles, air will travel through the heat/vent ducts into the vehicle while driving. The movement of the vehicle forces air inside this way, even if the fan is off. HOWEVER, the selector switch would most likely have to be in the 'heat' or 'floor' position in order for air to go to the floor. If your fan switch DOES have an off position, then it is likely your vents haven't closed off the outside air. The selector may have an 'off' position which will close the air inlet and block the air from entering the vehicle.

The fuse locations are generally under the dash, under the hood or under the rear seat. You can hotwire the fans to the battery to check their operation. Assuming they are fine, there will be a fuse and/or relay and/or a fan relay module that is usually mounted to the body down underneath the motor compartment in relative proximity to the radiator/fans.
First thing that comes to my mind is that the air fans on the radiator are "reversed" this blowing instead of pulling the air in. To check it: Once the engine has warmed up and the fans are blowing, place your hand on the tail of the passenger side head light (where you would adjust the wind and elevation of your head light) Make sure you keep your hands AWAY from moving parts! If you hear the fans, put you dont feel the air blown toward the inside, the polarity on the fans is reversed andthey are blowing airtowards tha outside. BE VERY CAREFULL WITH MOVING PARTS!

I find the best solution to air flow, is incorporating fans, with the fans sucking in at the front, and a larger fan blowing out at the back. If your PC has a side panel, with a fan slot, then use this too, with fan blowing. Hope this helps be safe nige cadishead computers
