Because every user creates an 'audit trail' of their activities. If you were to wrongly re-categorize without having to log-in, then the people at WikiAnswers wouldn't know who to contact you to explain what you did wrong.

Supervisors should be well-rounded in terms of their knowledge of the site. That includes knowing how to ask, answer, edit, and recategorize questions properly.
That is the correct spelling of "recategorize" (reclassify).
Keeping a log of questions as they are asked will help in the revision process

A bronze contributor requires 500 contributions. It is quite easy to reach if you recategorize lots of questions!
The deletion log is a log of all questions that Advanced Supervisors have deleted from WikiAnswers.
There are THOUSANDS of questions on WikiAnswers. Those of us who are supervisors do spend some time checking out answers but we do not have time to check them all, along with having to recategorize MANY questions that are put in the wrong categories, and correcting the spelling, grammar, and punctuation of questions. But we do our best.
