If you are a minor and/or someone is your parent or legal guardian they have certain rights and duties to maintain you in a certain manner. Parents and guardians take care of you because they love you. If they did not.... it is possible to legally refuse to take care of you and let somebody adopt you or let the state do it. You have certain rights and duties as a responsible member of society and as a minor. If you do not behave in a responsible manner there are consequences that minors do not seem to think about until it is too late. This is true for your guardians or parents too, therefore, they protect you from all sorts of dangers that you may not be aquainted with because they love you. They know there are certain things on the internet that you may not understand so that you may get stuck in a mess with some nut who is waiting for minors to exploit . They know that you are not yet capable to handle everything you come across so they do not let you go on the internet. If you spend too much time on the net your school grades will suffer. Right now, at your age, school is the most important endeavor you must take care of. I am sure they will be more willing to let you get on the web when you are mature enough to handle it and since they know you best it is better that they make such a decision. It is also probable they will monitor your messages and contacts on the web because they love you. How would you like it if they did not care about you? I am sure you will be able to use the internet when they believe you are capable of handling the situation.

ADDED: To get right to the point: (in the US) there is no law or statute that prohibits minors from going on the internet. If your school or your parents/guardians have their own rules against it, then that is something that you will just have to deal with. Perhaps as you get older and more mature they will allow you more privileges.
