Because your thermostat is probably stuck open
When you have the heater on, does it just blow any air at all? or no air?
Check to insure that the engine coolant is full and the thermostat is not stuck. Without the heated fluid from the engine the heater will always blow cold air.
if the heater does not blow out warm air change the setting.
Low coolant? Heater core airbound, resgtricted, or plugged? Bad thermostat? Heater control cable not adjusted properly?
It could be the thermostat on the engine. If the engine does not warm up adequately the heater will never blow hot air.
Have you checked your coolant? Kind of obvious but sometimes overlooked.
The thermostat could be stuck open.
The heater does not blow air because it emits infrared rays that have heat molecules within them, thus releasing heat, not blowing it. A heater does not blow air becasue there is no moving air source within the heater. The heater emits infrered rays that cause heat to slowly flow out of the heater.

if this system uses dex-cool flush the system
Low coolant. If the coolant is low then the heater core is not able to transfer heat in to the car.
Your heater will blow cold air only.
