More likely it is just a dirty throttle body. After a while carbon will deposit around the throttle body butterfly valve and not allow it to close completely, a cold start usually requires very little air and more is sneaking past than the engine computer thinks there is. All this is dependent on the fact that you have good spark plugs, wires, and distributor cap and rotor ( if applicable ), and fuel lilter. When anything out of the norm happens like this it is generally a good indication that a tune up is due or past due. The key not turned all the way thing sounds suspicious, but the cheaper option is always the best first plan. If the tune up does not cure the problem then the ignition switch might need to be looked at.

I had the same problem with a 1992 Park Avenue with the 3800 engine. I first replaced the electronic ignition but that did not fix the problem. I then replaced the crankshaft heat sensor. That fixed my problem.

Your car is equipped with an anti-theft detterent system. Your system is not communicating properly. This could be one of two problems, the first is the ignition switch. In this mechanism there is a micro chip, that is causing the car to disable the fuel pump. The second problem could be a faulty BCM or a combination of both. These symptoms sound like the fuel mixture is too rich , that could explain the symptoms, the fix could be more difficult, check the air filter, to see if there is a blockage , it could be an ignition problem, spark plugs, ignition wiring, exhaust system , catalytic converters can be problematic, give the cat. a whack if it sounds like something loose inside that could be the problem, or the computer. but try the simple things first (least expensive), and work your way up.
COULD BE THE FUZES OR THE STARTER IS BAD .i HAD THE SAME PROBLEM FOR A 92 TRACKER AND I JUST CHANGED THE FUZES ....BUT THEM I HAD TO REPLACE THE STARTER .CHECK THE EASY THINGS FIRST ..
