Why does Adobe Photoshop show an error that says 'could not open eps because the parser module cannot parse the file' when opening an eps file?

Basically what PS is saying is : I see that this is a eps file but the data in the file tells me it isn't. Then Photoshop gets all mad and doesn't want to play with you anymore.
You could have a bad file.
Also if it was originally a different file type and you changed the extension it could of corrupted the file from photoshop reading it as a legit original eps file format.
