An important part of that is to spend as Little as possible on things that don't bring any Money in. So unless there are laws deciding how waste is to be treated - and someone around to enforce those laws - waste will simply be dumped. Dumped waste sauses pollution.
Currently China has considered bringing Money in to be more important than the Environment. Much like the US Europe acted several decades ago. So they've let their industries pollute quite freely.
On top of that China has considerable problems with bribery and corruption, making it quite easy to sidestep those few laws there are.
